How this estimate is calculated
Governments worldwide spend an estimated USD 13 trillion annually on public procurement — roughly 15% of global GDP (World Bank; joint Multilateral Development Bank statement, 2024).
UNODC and OECD research estimates that between 10% and 25% of procurement budgets may be lost to corruption and fraud — consistent with OECD’s own estimate that up to USD 2 trillion in procurement costs could be lost to corruption globally.
This tracker applies a conservative 10% rate — the lower bound of the commonly cited range — to the USD 13 trillion base, giving an estimated USD 1.3 trillion lost to corruption in public procurement per year. The 1% improvement figure applies a 1-percentage-point reduction in that rate to the same USD 13 trillion base.
